Attachment

Expert System

Sophisticated expert systems can be enhanced with additions to the knowledge base or to the set of rules.

Explicit Knowledge
Knowledge that can be easily expressed in words or numbers, and can be shared through discussion or by writing it down and putting it into documents, manuals or databases. Examples might include a telephone directory, an instruction manual, or a report of research findings.

The Constitution provides for the creation of All India Services (AIS) common to the Union and the States. The All India Services Act, 1951 provides that the Central Government may make rules for regulating the recruitment and the conditions of service of persons appointed to the All India Services. Presently only the IAS, the IPS and the IFS have been constituted as All India Services.

The Indian Police Service (IPS) was formed in the year of 1948. It is one of the three All India Services.(The other two are Indian Forest Services and Indian Administrative Services). The cadre controlling authority for IPS is the Ministry of Home Affairs. 

  • Cadre size: 3549 posts (direct recruitment – 70%, promotion 30%).
  • The selected candidates' training ground is at Sardar Vallabhbhai Patel National Police Academy.
Functions of IPS Officers
  • Day-to-day duties, particularly in the areas of maintenance of public peace and order, crime prevention, investigation, and detection, collection of intelligence, VIP security, border policing, railway policing, smuggling, drug trafficking, economic offences, corruption in public life, disaster management, enforcement of socio-economic legislation, bio-diversity and protection of environmental laws etc.

The Indian Foreign Service (IFS) was formed in the year of 1946. The cadre controlling authority for IFS is Foreign Secretary. After selection, the training program consists of two stages, at Lal Bahadur Shastri National Academy of Administration, Massouri and then at the Foreign Service Institute in New Delhi.

  • Cadre size: 618 posts (direct recruitment – 87%, promotion 13%).
Functions of IFS Officers
As a career diplomat, the Foreign Service Officer is required to project India’s interests, both at home and abroad on a wide variety of issues. Nationality

A candidate must be either:

  1. a citizen of India, or
  2. a subject of Nepal, or
  3. a subject of Bhutan, or
  4. a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India.
  5. a person of Indian origin who has migrated from Pakistan, Burma, Srilanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

India has not been able to match the achievements of even Nepal and Bangladesh in this aspects.

India posted high GDP growth rates between 1999 and 2006, but its MPI Dropped only 1.2 percent per year during the this period.
