India ranks 105th in 2016 Human Capital Index

India was ranked low at 105th position out of 130 countries globally on the 2016 Human Capital Index (HCI), which was recently released in the World Economic Forum (WEF) report. The report was released by Geneva-WEF in the Chinese city of Tianjin at its Annual Meeting of New Champions which is also known as `Summer Davos’ summit. 

Key Facts

  • Top 10 Countries in 2016 HCI: Finland (1st position), Norway (2nd), Switzerland (3rd), Japan (4th), Sweden (5th), New Zealand (6th), Denmark (7th), Netherlands (8th), Canada (9th) and Belgium (10th). 
  • India’s Neighbours: Sri Lanka (50th), China (71st), Bhutan (91st), Bangladesh (104th), Nepal (108th) and Pakistan (118th). 
  • Among BRICS countries: India is ranked lowest as against Russia (28th), China (71st), Brazil (83rd) and South Africa (8th). In the 2015 edition of HCI, India had ranked 100th out of total 124 countries.
  •  India related: India has got better rankings HCI’s indicators such as quality of education system (39th), staff training (46th) and ease of finding skilled employees (45th). India is the second largest country in the global distribution of tertiary degree holders share at nearly 78 million after China (2.5 million) in STEM subjects (science, technology , engineering and mathematics). 
  • India’s concern: India has optimised just 57% of its human capital endowment. Its youth literacy rate is still only 90% (103rd in the world).
  •  In case of labour force participation, India ranks low as it has world’s largest employment gender gaps (121st).

Mindtree co-founder Subroto Bagchi to head Odisha Skill Development Authority


IT major Mindtree co-founder Subroto Bagchi has been appointed as head of the Odisha Skill Development Authority. 

He would report directly to the Chief Minister Naveen Patnaik and has been given the rank of cabinet minister with a token monthly salary of Re 1. Bagchi was born in Patnagarh block of backward Bolangir district of Odisha. 

About Odisha Skill Development Authority Aims to unify the initiatives on the ground and create momentum for unemployed youth to receive skill-based training to make them employable in the state. Functions: It will be overseeing skill development programmes in the state. 

It will also guide state government to implement and oversee all skill development programmes in the state. Earlier in January 2016, Odisha Government had roped Sam Pitroda as its technology adviser for development of telecom, electronics, IT, ITES sectors.

  • Surender Kumar Bhagat, the 1982-batch IPS officer of the Uttarakhand cadre, has been appointed as the new Director General (DG) of Railways Protection Force (RPF). He will succeed Rajiv Ranjan Verma and will serve RPF till the date of his superannuation i.e. on June 30, 2017. Presently, he is working as Special Director General in the Central Reserve Police Force (CRPF).
  • The book “Param Vir: A War Diary” has been written by Manju Lodha, a well-known Indian social activist. It was recently launched in London by Navtej Sarna, Indian High Commissioner to United Kingdom. The book chronicles the lives of 21 Param Vir Chakra awardees, the highest military honour bestowed by India to those serving in the Indian armed forces.
  • The Maharashtra Government has recently launched ‘Adi Praman’’ a web-based application, which will facilitate the tribal populace of the state to get the caste validity certificates online. The validity certificate will be bar-coded with a unique identification number and enable authorities to directly verify the status of validity certificate using the unique barcode number. The portal “etribalvalidity.mahaonline@gov.in” will show the real-time status of the applications through email and text messages. This initiative will make the entire process of securing caste validity certificate transparent, fast and easy and will effectively curb the menace of bogus certificates.
  • The mobile app “Indian Customs- Guide to Travellers” has been launched by the Central Board of Excise and Customs (CBEC) to inform traders, exporters and importers about Customs Baggage Rules, 2016. The mobile App has been developed by Bengaluru Customs and is available on Android Play store, Apple Store and Windows Store. The app is user friendly and serves as a useful tool for quick and effective dissemination of information about baggage rules and entitlements and hence serves to clarify doubts and concern of International passengers and also ensure better compliance. The CBEC is the nodal national agency responsible for administering customs, central excise, service tax and narcotics in India.
  • The Kerala state branch of Indian Medical Association (IMA) has partnered with UNICEF to promote safe and healthy practices for improving maternal and child health in the state. The initiative will help Kerala to achieve world class level in reducing child mortality rate. As part of the partnership, IMA and UNICEF will orient all the 35,000 doctors of the association in the state, on the importance of prescribing good practices to their patients, besides medicine.

INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT (WORLD BANK)

 The International Bank for Reconstruction and Development (IBRD) is an international financial institution which offers loans to middle-income developing countries. The IBRD is the first of five member institutions which compose the World Bank Group and is headquartered in Washington, D.C., United States. It was established in 1944 with the mission of financing the reconstruction of European nations devastated by World War II. Together, the International Bank for Reconstruction and Development and its concessional lending arm, the International Development Association, are collectively known as the World Bank as they share the same leadership and staff.
INTERNATIONAL MONETARY FUND (IMF)
      The International Monetary Fund (IMF) (French : Fonds monétaire international) is an international organization that was initiated in 1944 at the Bretton Woods Conference and formally created in 1945 by 29 member countries. The IMF's stated goal was to assist in the reconstruction of the world's international payment system post–World War II. Countries contribute money to a pool through a quota system from which countries with payment imbalances can borrow funds temporarily. Through this activity and others such as surveillance of its members' economies and the demand for self-correcting policies, the IMF works to improve the economies of its member countries Headquartered at Washington, D.C., United States.
BANK FOR INTERNATIONAL SETTLEMENTS (BIS)
      The Bank for International Settlements (BIS) (in French, Banque desrèglements internationaux (BRI)) is an international organization of central banks which "fosters international monetary and financial cooperation and serves as a bank for central banks".As an international institution, it is not accountable to any single national government.
      The BIS carries out its work through subcommittees, the secretariats it hosts and through an annual general meeting of all member banks. It also provides banking services, but only to central banks and other international organizations. It is based in Basel, Switzerland, with representative offices in Hong Kong and Mexico City.
ASIAN DEVELOPMENT BANK (ADB)
      The Asian Development Bank (ADB) is a regional development bank established on 22 August 1966 to facilitate economic development of countries in Asia.The bank admits the members of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP, formerly known as the United Nations Economic Commission for Asia and the Far East) and non-regional developed countries.From 31 members at its establishment, ADB now has 67 members - of which 48 are from within Asia and the Pacific and 19 outside. ADB
was modeled closely on the World Bank, and has a similar weighted voting system where votes are distributed in proportion with member's capital subscriptions. Headquartered at Mandaluyong City, Metro Manila, Philippines.
EXIM BANK (INDIA)
      Export-Import Bank of India is the premier export finance institution of the country, established in 1982 under the Export-Import Bank of India Act 1981.
      Government of India launched the institution with a mandate, not just to enhance exports from India, but to integrate the country’s foreign trade and investment with the overall economic growth.
      Exim Bank is managed by a Board of Directors, which has representatives from the Government, Reserve Bank of India, Export Credit Guarantee Corporation of India, a financial institution, public sector banks, and the business community. Headquarters is in Mumbai.
